How this works
Legal support for technology companies in Latvia
If your company builds software, operates a platform or processes personal data, questions about contracts, liability and regulatory duties usually arrive long before any dispute does. This page explains how legal support for technology businesses works in Latvia and how our free matching service connects you with a technology lawyer in Latvia who already deals with these issues. You do not need to know how the Latvian courts are organised or which court would hear your type of case: you describe the problem, we identify advocates whose practice covers technology, data and commercial contracts, and you decide whether to instruct one. Every introduction is free and carries no obligation. The notes below describe the Latvian system in general terms; they are not legal advice on your particular situation.
Latvia in detail
How technology matters are handled in the Latvian legal system
Latvia is a civil law jurisdiction in which private law rests on the Civil Law of 1937, restored in force in 1992, supplemented by the Commercial Law and special statutes, while procedure is codified separately. For a technology company this means that contracts, liability and procedure each follow their own written sources rather than a body of precedent.
A civil law system with codified procedure
The core private law is the Civil Law of 1937, whose force was restored in 1992, supplemented by the Commercial Law and special statutes. Procedure is codified in the Civil Procedure Law, the Criminal Procedure Law and the Administrative Procedure Law. Rulings of the Supreme Court Senate are not formally a source of law, but they develop uniform judicial practice.
When representation by an advocate is compulsory
In civil procedure a natural person may conduct a case personally or through an authorised representative. Representation through an advocate is mandatory only in defined situations: cases within the jurisdiction of the Economic Court and cases arising from obligation rights where the amount claimed exceeds EUR 150 000. Foreign companies should verify this before deciding how to appear.
The Economic Court as a specialised first-instance court
An Economic Court seated in Riga is established for the categories of cases assigned to it by the Civil Procedure Law and the Criminal Procedure Law in first instance. Its area of operation is the whole territory of Latvia, and cases before it must be conducted by the parties themselves or through an advocate.
Proceedings are conducted in Latvian
Civil proceedings take place in the official language, Latvian, and participants must file foreign-language documents together with a translation into Latvian. The same principle runs across the court system, which in practice makes professional translation and Latvian-speaking counsel essential for foreign parties.
Fees, court expenses and recoverable costs
There is no State tariff for advocates’ fees; they are agreed between advocate and client. Court expenses comprise the State fee, the office fee and expenses connected with the examination of the case. If you win, the advocate’s assistance is reimbursed only within statutory ceilings, for example not more than 30 per cent of the satisfied part of a claim of up to EUR 8 500.
Appeals and cassation as a legality review
A first-instance judgment can be challenged by appeal, and the Supreme Court Senate is the cassation instance unless the law provides otherwise, deciding collegially in a composition of three Senators. Cassation is a review of legality rather than a third full trial of the facts, so the record built earlier matters.

Common situations
What brings technology companies to a Latvian advocate
These are the questions clients most often describe when they first write to us. Each one needs an answer that fits Latvian law as it stands, not a generic template.
Contract terms that no longer fit
Licence, development and reseller agreements drafted elsewhere often conflict with Latvian commercial practice. You need someone to read the wording against the applicable statutes and tell you which clauses create risk before you sign or renew.
A dispute that may reach the Economic Court
Where a claim falls within the Economic Court’s jurisdiction, the parties must conduct the case themselves or through an advocate. Understanding that requirement early shapes both your budget and your choice of representation.
Documents that must be in Latvian
Proceedings run in the official language, and foreign-language documents must be filed with a translation. Assembling that material properly, and on time, is part of preparing a case rather than an afterthought.
Why match with us
A simpler way to reach the right advocate
We do not litigate and we do not give advice. We shorten the search by putting your problem in front of advocates whose practice already covers it.
One description, relevant introductions
You explain the matter once in plain terms. We compare it with the practice areas of advocates admitted in Latvia and propose those whose work actually covers technology, data and commercial contracts.
No cost and no obligation
Matching is free. You decide whether to instruct anyone, and any fee arrangement is agreed directly with the advocate you choose, since Latvia sets no State tariff for advocacy services.
Clarity on how the system works
You learn where a case would be heard, when representation by an advocate is compulsory, and which procedural periods are running, so the first conversation with counsel starts from a shared understanding.
Support across borders
Foreign founders and in-house teams often need a Latvian-speaking advocate who can work with documents in other languages. We look for that combination rather than the nearest available name.
Cross-border matters
Clients who contact us from across Europe
Technology businesses rarely operate in one country only. We receive requests from companies and individuals based in, among others, the following jurisdictions.
Questions and answers
What clients ask before instructing counsel in Latvia
Do I have to instruct an advocate for a technology dispute in Latvia?
Not always. In civil procedure a natural person may conduct a case personally or through an authorised representative. Representation through an advocate is mandatory in cases within the jurisdiction of the Economic Court and in cases arising from obligation rights where the amount claimed exceeds EUR 150 000. In criminal proceedings a defence counsel must be an advocate practising in Latvia.
In which language will my case be heard?
Latvian is the official language of court proceedings. Participants must file foreign-language documents together with a translation into Latvian, and interpreters may be used where the law provides for them. For a technology company whose contracts and correspondence are in English, translation is therefore a practical cost to plan for.
How much does a technology lawyer in Latvia cost?
There is no State tariff for advocacy services; fees are agreed between the advocate and the client. If you win a civil case, the loser reimburses the advocate’s assistance only within statutory ceilings, for example not more than 30 per cent of the satisfied part of a claim up to EUR 8 500 or a maximum of EUR 2 850 for claims between EUR 8 501 and EUR 57 000.
Which time limits should I note at the outset?
The general prescription period for obligation rights is 10 years, while an inheritance action must be brought within 5 years. In civil proceedings an appeal against a first-instance judgment is filed within 20 days and a cassation complaint to the Senate within 30 days. Diarising these periods early avoids losing room to manoeuvre.
Can State legal aid cover my matter?
State ensured legal aid is available to natural persons only, under the State Ensured Legal Aid Law. It covers legal consultation and representation for persons with low-income or needy status, for those in a sudden situation preventing them from protecting their rights, and for persons fully maintained by the State or a local government. Applications are handled by the Legal Aid Administration.
What happens if my claim belongs to the Economic Court?
The Economic Court sits in Riga and hears, at first instance, the categories of cases assigned to it by the Civil Procedure Law and the Criminal Procedure Law, with the whole territory of Latvia as its area of operation. Cases there must be conducted by the parties themselves or through an advocate, so representation is effectively part of the plan.
