Why this page
Property tax questions in Finland rarely stand alone
Dealing with Finnish property tax questions is rarely about one form. A purchase of an apartment triggers transfer tax; a death in the family brings an estate inventory and a further filing with the Tax Administration; a sale involving someone resident abroad can raise withholding tax on Finnish-source income. Each of these areas sits between tax law and property law, and problems are usually discovered late, once interest and correspondence have already started. A property tax lawyer in Finland can review the transaction, the ownership structure and the letters you have received before decisions are made. Our service is free for you: you describe your situation, and we match you with a Finnish advocate or licensed legal counsel who handles property and tax matters.
Finland in practice
Property tax law in Finland: structure, courts and deadlines
Finland follows the continental tradition in its Nordic variant, so the written codes and the official Finlex database matter more than judicial precedent. Property taxation sits in the tax administration, while disputes about property, contracts and compensation sit in the courts. The two tracks are separate, and which one you are on changes your deadlines, your costs and who may represent you.
Transfer tax on property acquisitions
Since 1 January 2024 the transfer tax (varainsiirtovero) is 3% on the acquisition of real estate and buildings, and 1.5% on shares in a housing company or real-estate company, and on other securities. The buyer must file the transfer tax return and pay on their own initiative within the deadlines set by the Transfer Tax Act (931/1996).
Two separate court tracks
Tax disputes are administrative matters, heard by one of the six regional administrative courts (hallinto-oikeus), with appeal to the Supreme Administrative Court (korkein hallinto-oikeus) in Helsinki. Civil claims about property, contracts or compensation follow the general track instead: 20 district courts (käräjäoikeus), five courts of appeal (hovioikeus) and, on leave, the Supreme Court.
Who may represent you in court
Practising law is not reserved in Finland, but the professional title is. Under the Advocates Act (496/1958) only members of the Finnish Bar Association — around 2,400 advocates — may call themselves asianajaja or advokat. Since 1 January 2013, professional representation in court is limited to advocates, licensed legal counsel and public legal aid attorneys.
What proceedings cost
Court fees follow the Court Fees Act (1455/2015). From 2026, a civil matter at first instance in a district court costs EUR 610, with reduced fees of EUR 70–310 in certain situations; an appeal in a court of appeal costs EUR 310–610. Lawyers’ fees are freely agreed, and in civil proceedings the losing party is in principle ordered to reimburse the winning party’s reasonable legal costs.
Legal aid and public counsel
Legal aid (oikeusapu) is a constitutional right under the Legal Aid Act (257/2002), administered by 23 public legal aid offices under the Ministry of Justice. It is means-tested on monthly means and assets and is open to natural persons, not companies, and may be granted free of charge or against a deductible. A public legal aid attorney or a private advocate may provide it.
Estate property and non-resident income
Finnish succession law protects direct descendants through the forced share (lakiosa): a child is entitled to at least half of what intestate succession would give, and a will cannot override it. The estate inventory (perunkirjoitus) must be completed within three months of death. Dividends, interest and royalties paid from Finland to non-residents are generally subject to withholding tax, reduced where a tax treaty applies.

Where it goes wrong
Three ways a Finnish property tax matter becomes expensive
Most problems are not caused by bad faith. They come from the shape of the Finnish system: duties you must trigger yourself, two court tracks, and a restricted circle of professionals who may speak for you in court.
The deadline moved without you
Transfer tax is paid on your own initiative, with no invoice from the authorities. The estate inventory and the deed filed with the Tax Administration run on separate clocks, and both start from events rather than from reminders.
Two systems, one dispute
A tax assessment goes to an administrative court, while a contract or compensation claim against the same counterparty goes to a district court. Starting on the wrong track costs time that cannot be recovered later.
Not every adviser may represent you
Since 1 January 2013, professional counsel in Finnish courts is limited to advocates, licensed legal counsel and public legal aid attorneys. The adviser who prepared your return may not be able to stand beside you before a judge.
How we help
Matched with the right Finnish property tax lawyer
You do not need to know which track or which title applies to your matter. That is exactly what the first conversation establishes.
Matched on the exact issue
We look at whether your matter is transfer tax, estate property, non-resident withholding or a dispute before an administrative court, and match you with a lawyer who handles that specific work in Finland.
Advocates and licensed counsel
The professionals we match you with work within the Finnish framework — advocates of the Finnish Bar Association, licensed legal counsel or public legal aid attorneys — so that court representation is properly covered.
Free and without obligation
Describing your situation costs nothing. There is no fee for matching and no subscription, and you decide whether to instruct the lawyer once you have seen how they work.
Finnish, Swedish and English
Finland is bilingual and its authorities work in Finnish and Swedish. We take your language preference into account, and many of the lawyers we work with also handle matters in English.
Cross-border work
Property and tax matters across Europe
Finnish property is regularly held by owners resident elsewhere in Europe, and the Nordic legal cooperation keeps Finnish law close to that of its neighbours. If your matter also touches another jurisdiction, tell us where the other assets, heirs or companies are located.
Questions
Property tax in Finland: common questions
Do I need a property tax lawyer in Finland to buy an apartment?
Not always, but transfer tax is due on the acquisition and the return is filed on your own initiative. If you are buying shares in a housing company, the rate differs from real estate. A property tax lawyer in Finland can confirm the correct rate and the filing deadline before completion.
What is the transfer tax rate in Finland?
Since 1 January 2024 the rate is 3% on the transfer of real estate and buildings, and 1.5% on shares in a housing company or real-estate company and on other securities. The buyer files the return and pays the tax under the Transfer Tax Act (931/1996).
Which court handles a property tax dispute in Finland?
Tax matters are administrative and are heard by one of the six regional administrative courts (hallinto-oikeus), with a further appeal to the Supreme Administrative Court (korkein hallinto-oikeus). Civil claims about property, contracts or compensation follow the general courts instead, starting with a district court.
Can a non-resident receive Finnish income without paying tax in Finland?
Dividends, interest and royalties paid from Finland to non-residents are generally subject to withholding tax — 30% for individuals and 20% for companies — unless a tax treaty reduces it, often to 10–15%. The treaty position has to be checked for each case, so the answer is never automatic.
How much does a property case cost in a Finnish district court?
Under the Court Fees Act (1455/2015), from 2026 a civil matter at first instance costs EUR 610, with reduced fees of EUR 70–310 in certain situations. Lawyers’ fees are freely agreed, and in civil proceedings the losing party is in principle ordered to reimburse the winning party’s reasonable legal costs.
Who may represent me before a Finnish court?
Since 1 January 2013, professional representation in Finnish courts is limited to advocates of the Finnish Bar Association, licensed legal counsel and public legal aid attorneys. You may always appear in person, and the protected titles asianajaja and advokat may be used only by members of the Bar.
