A tax problem is a procedure problem before it is anything else

When an assessment, a payment demand or a dispute with the revenue authority lands on your desk, the practical question is who can read the file, understand the figures and act inside the deadlines that apply. An income tax lawyer in Latvia works in a civil law system where procedure is codified and court time limits are counted strictly. Whether you are an individual, a company director, a freelancer or a foreign investor with Latvian-source income, the first step is to establish which branch of the judiciary your matter belongs to and what must be filed, and by when. We do not give legal advice. We listen to your situation and match you, free of charge, with a Latvian advocate or specialised tax counsel whose practice covers the type of issue you are facing.

The Latvian framework

How legal work on a tax matter is organised in Latvia

Latvia is a civil law jurisdiction: private law rests on the Civil Law of 1937, restored in 1992, and procedure is codified in separate statutes. A matter that reaches court therefore follows a defined route with fixed time limits. Here is how the framework works in practice.

A civil law system with codified procedure

Latvia is a civil law jurisdiction. The core private law is the Civil Law (Civillikums) of 1937, whose force was restored in 1992, supplemented by the Commercial Law and special statutes. Procedure is codified separately in the Civil Procedure Law, the Criminal Procedure Law and the Administrative Procedure Law, so the steps in your file follow written rules rather than precedent alone.

A judiciary of three instances

Ordinary courts sit in three instances: district (city) courts and the Economic Court as first instance, regional courts as the appellate instance, and the Supreme Court (Senate) as the cassation instance. The Senate is divided into the Department of Civil Cases, the Department of Criminal Cases and the Department of Administrative Cases, and decides collegially in panels of three Senators.

A separate administrative branch

Administrative courts form their own branch: the administrative district court at first instance and the administrative regional court on appeal, with the Department of Administrative Cases of the Senate as the cassation instance. The Constitutional Court (Satversmes tiesa) stands outside the ordinary court system and may review whether legal norms conform to the Constitution.

Who may act for you

Practice as a sworn advocate requires admission to the Latvian Council of Sworn Advocates, the advocate’s oath and compliance with the Code of Ethics. In civil procedure, however, a natural person may conduct a case personally or through an authorised representative. Representation by an advocate is compulsory only in Economic Court cases and in obligation claims above EUR 150 000.

Language of proceedings and documents

Proceedings are conducted in Latvian, and parties must file foreign-language documents together with a translation into Latvian. The same principle runs across the court system. For a foreign client this makes professional translation and Latvian-speaking counsel a practical necessity rather than a formality, and it shapes how quickly a file can be prepared.

Costs, fees and legal aid

There is no State tariff for advocacy services: fees are agreed between the advocate and the client. If you win, the other side reimburses the advocate’s assistance only within the statutory ceilings of Section 44 of the Civil Procedure Law. State ensured legal aid exists for natural persons in low-income or crisis situations and is administered by the Legal Aid Administration.

All country data on this page is taken from official Latvian sources (likumi.lv and the Latvian Council of Sworn Advocates) and reviewed in 2025.

What clients face

Three things that decide a Latvian tax file

None of them is about how strong your arguments feel on the day you read the letter.

01

Deadlines run whether or not you are ready

In civil proceedings the appeal window is 20 days and a cassation complaint must follow within 30. If a decision has already been served on you, the calendar may decide more than the merits. Late filing can be fatal.

02

The file has to speak Latvian

Court proceedings in Latvia are conducted in Latvian, and foreign-language documents must be filed with a translation. If your contracts, invoices and correspondence sit in another language, the file must be prepared for that from the outset.

03

Costs are only partly recoverable

Latvia sets no tariff for advocates’ fees, and if you win, the other side reimburses your advocate’s assistance only within statutory ceilings. Planning for the portion that stays with you is part of planning the case at all.

How we help

Matching, not marketing

We are not a law firm and we do not advise. We route your matter to counsel who actually practises in that area.

Matched to your actual issue

We do not send you to a general practice and hope. Your description is read against the type of file — assessment, dispute, cross-border income, company exposure — before any introduction is made to you.

Advocates admitted in Latvia

The specialists you are matched with work inside the Latvian framework: the Council of Sworn Advocates, the codified procedure laws and the courts that apply them. They know what is filed, where and by when.

One conversation, no charge

Explaining your situation costs nothing and commits you to nothing. You receive a clear introduction, then decide whether to instruct. Many clients use that first conversation simply to understand the shape of their file.

Cross-border files understood

If your income, company or contracts touch more than one country, the practical questions become translation, jurisdiction and which documents travel. Say so in your request and we look for counsel used to files with a foreign element.

Questions

Frequently asked

How do I find an income tax lawyer in Latvia?

Describe your situation in a short form: what the tax authority has done, which years are involved, what you have already received and any date you have been given. We review it and match you with a Latvian advocate or tax specialist whose practice covers that type of file. The introduction is free and you decide whether to instruct.

Must I instruct a sworn advocate for a Latvian court case?

Not always. In civil procedure a natural person may conduct the case personally or through an authorised representative. Representation by an advocate is compulsory only in cases within the jurisdiction of the Economic Court and in obligation claims exceeding EUR 150 000. In criminal proceedings the defence counsel must be an advocate practising in Latvia. Your lawyer confirms the position in your file.

In what language will my Latvian case be handled?

Court proceedings in Latvia take place in Latvian. Foreign-language documents must be filed together with a translation, and the same principle applies across the court system. If your records are in another language, allow time and budget for certified translation, and expect your advocate to correspond with the authorities in Latvian.

Which deadlines should I watch most closely?

In civil proceedings an appeal against a first-instance judgment must be lodged within 20 days and a cassation complaint to the Senate within 30 days. If the judge sets a time limit to remedy deficiencies in your appeal, that is typically 10 days. In criminal proceedings the appeal window is 10 working days, extendable by the court to 20.

Can I recover the cost of my lawyer if I win?

Only partly. Latvia sets no State tariff for advocacy services, and reimbursement of an advocate’s assistance is capped by statute: for financial claims up to EUR 8 500 the actual cost but not more than 30 per cent of the satisfied part, and for claims between EUR 8 501 and EUR 57 000 not more than EUR 2 850. Budget for the balance.

Is state legal aid available for a tax dispute?

State ensured legal aid is available to natural persons who hold low-income or needy status, who face a sudden situation and material condition preventing them from protecting their rights, or who are fully maintained by the State or a local government. It is administered by the Legal Aid Administration and refused on the grounds listed in Section 6 of that law.
