Why this page exists

When Finnish tax paperwork lands on your desk

If the Finnish Tax Administration has reassessed your income, questioned a deduction, or taxed the same earnings in Finland and in another country, the next step is usually a letter that must be answered within a fixed period. An income tax lawyer in Finland can read that decision, work out which track it belongs to — administrative or ordinary court — and prepare the response before the clock runs out. Here you describe your situation in plain English, Spanish or French, and we match you, free of charge, with a lawyer who handles Finnish income tax work: domestic assessments, cross-border income, withholding on dividends, interest and royalties, and appeals. You decide whether to instruct. There is no cost to be matched and no obligation to continue.

Finland in practice

How Finnish tax and court procedure actually works

Finland follows the continental civil-law tradition in its Nordic variant, with legislation consolidated in the free Finlex database and court practice in Finnish or Swedish. Two parallel court tracks matter for anyone dealing with the tax administration, and only certain licensed professionals may represent you in court.

Two court tracks, two routes of appeal

Administrative disputes are heard by the six regional administrative courts (hallinto-oikeus), with appeal to the Supreme Administrative Court (korkein hallinto-oikeus). Civil and criminal cases start in the 20 district courts (käräjäoikeus), go up to one of the five courts of appeal (hovioikeus) and, on leave, to the Supreme Court in Helsinki. A lawyer will confirm which track your matter belongs to.

Who may represent you professionally

Since 1 January 2013, professional representation in Finnish courts is reserved to advocates (members of the Finnish Bar Association), licensed legal counsel and public legal aid attorneys. The title ‘asianajaja’ or ‘advokat’ is protected by the Advocates Act (496/1958) and may be used only by Bar members, of whom there are around 2,400.

What proceedings cost

Court fees follow the Court Fees Act (1455/2015): a civil matter in a district court is EUR 610, with reduced fees of EUR 70–310 in certain situations, while a criminal matter at first instance is EUR 310. Appeals range from EUR 310 to EUR 610. Lawyers’ fees are freely agreed between client and lawyer, with no statutory tariff.

Recovering costs and getting legal aid

In civil proceedings the losing party is in principle ordered to reimburse the winning party’s reasonable legal costs under the Code of Judicial Procedure, although in some matters such as divorce each side bears its own. Legal aid (oikeusapu) under the Legal Aid Act (257/2002) is means-tested, available to natural persons only, and administered through public legal aid offices.

Tax at the Finnish border

Dividends, interest and royalties paid from Finland to a non-resident are subject to withholding tax at source: 30% on dividends for non-resident individuals and 20% for non-resident companies, with 35% where recipient data is missing or on trade income without a permanent establishment. Treaties often lower these rates, so the treaty position must be checked case by case.

Property, shares and transfer tax

Since 1 January 2024 a transfer tax applies to acquisitions of Finnish real estate and securities: 3% on real estate and buildings, and 1.5% on shares in a housing company or real-estate company and on other securities. The buyer files the return and pays on their own initiative within the deadlines set by the Transfer Tax Act (931/1996).

Key time limit — Tax Law

Submission of the deed of estate inventory to the Tax Administration — 1 month from the inventory meeting. Filing the deed with the Tax Administration starts the assessment of inheritance tax.

Common situations

The three moments when clients look for help

Most people contact us right after opening an envelope from the Finnish authorities, or after realising that income earned in Finland is being taxed in two places.

01

The decision arrives in Finnish or Swedish

Assessment decisions, hearing requests and appeal instructions are drafted in the national languages. Machine translation of a tax decision rarely shows what is actually being claimed against you or which time limit applies to your answer.

02

Deadlines are short and they do not pause

In Finnish proceedings a declaration of intention to appeal must be filed within 7 days of the decision, and the appeal itself within 30 days. Missing the first step can close the route before your substantive arguments are ever read.

03

Cross-border income is taxed twice

Dividends, interest and royalties paid from Finland to a non-resident are subject to withholding tax at source unless a tax treaty lowers the rate. Establishing the treaty position needs the right documents, prepared properly and in time.

How matching helps

What you get from europeanlawyerfinder.com

We are not a law firm and we do not give legal advice. We connect your matter with lawyers who are licensed to act in Finland.

Licensed professionals only

Only advocates (asianajaja / advokat), licensed legal counsel and public legal aid attorneys may act as professional counsel in Finnish courts. We match you within those licensed categories, never with unregulated advisers.

Matching at no cost to you

You describe the tax matter once. We compare it with lawyers who handle Finnish income tax work and send you a shortlist. Being matched is free, and you are never obliged to instruct anyone.

Coverage across the border

Matching covers domestic assessments and deductions, withholding tax on dividends, interest and royalties paid to non-residents, transfer tax on property and shares, and appeals on the administrative court track.

Work in your own language

You do not need to prepare documents in Finnish to start. Explain your case in plain English, and the lawyer handles the official Finnish or Swedish correspondence with the authorities and the courts.

Cross-border matters

Finland sits inside a wider Nordic and European framework

Finnish law is closely connected to the other Nordic systems and to EU law, so matters with an international element are routine. These are the countries most often involved in the cross-border files we receive.

Questions clients ask

Income tax matters in Finland — frequently asked questions

Do I need a Finnish-qualified income tax lawyer in Finland to deal with the Tax Administration?

You are never obliged to instruct a lawyer in a Finnish tax matter and you may always act in person. In practice, though, an income tax lawyer in Finland prepares the response, checks the treaty position on cross-border income and files within the deadlines, which are short and unforgiving once a decision has been issued.

Who is allowed to represent me in a Finnish court?

Since 1 January 2013, professional court representation in Finland is reserved to advocates who are members of the Finnish Bar Association, to licensed legal counsel and to public legal aid attorneys. A party may always appear in person, but any professional counsel appearing for you must hold one of those licences.

How long do I have to appeal a decision in Finland?

For a district court judgment, a declaration of intention to appeal must be filed within 7 days and the appeal itself within 30 days. A request for leave to appeal to the Supreme Court runs for 60 days. Deadlines differ by procedure, so the decision letter should be read carefully before anything is filed.

What does a Finnish income tax lawyer cost?

Lawyers’ fees in Finland are freely agreed between the client and the lawyer; there are no binding statutory tariffs. In civil proceedings the losing party is in principle ordered to reimburse the winning party’s reasonable legal costs. Legal aid under the Legal Aid Act may cover part or all of the cost for individuals who qualify.

I live outside Finland — is Finnish tax withheld from my income?

Dividends, interest and royalties paid from Finland to a non-resident are subject to withholding at source: 30% on dividends for non-resident individuals and 20% for non-resident companies, with higher rates in some situations. An applicable tax treaty often reduces these rates, typically to 10–15% on dividends, so the treaty position must be checked.

Can I get legal aid for a tax dispute in Finland?

Legal aid (oikeusapu) is a constitutional right under the Legal Aid Act (257/2002) and is administered by public legal aid offices under the Ministry of Justice. It is means-tested on monthly available means and assets, is granted free of charge or against a deductible, and is available to natural persons rather than to companies.
