Technology lawyer in Moldova — clear legal support for digital business
Moldova’s courts operate in Romanian on a two-tier appeal system, and the state tax rules were rewritten with effect from 1 January 2024. A technology lawyer in Moldova can explain what those rules mean for your software contract, your data handling or your dispute — and we will introduce you to one, free of charge.

What a technology lawyer in Moldova actually deals with
If your company builds software, hosts data, licenses technology or runs an online service in Moldova, legal questions arrive quickly: how a contract clause will be read, who owns the code a contractor wrote, what happens when a payment provider withdraws. A technology lawyer in Moldova works inside the same court structure as every other advocate — the first-instance courts, the courts of appeal and the Supreme Court of Justice — and is bound by the Code of Civil Procedure No. 225/2003. Finding the right person matters more than finding a fast answer. We give no legal advice ourselves: we listen to your situation and match you with a Moldovan advocate whose practice covers technology and digital business, at no cost to you.
Moldova in practice
How technology matters are handled in Moldova
The Republic of Moldova is a unitary state with a continental-style legal order founded on the Constitution of 29 July 1994, with private law codified in the Civil Code No. 1107/2002. For a technology business, the practical questions are who may represent you, where a dispute is heard, and which time limits apply.
Who may act for you
Legal assistance is provided by advocates registered with the Union of Lawyers of the Republic of Moldova and licensed under the Law on advocacy No. 1260/2002, who must hold a law degree, complete the statutory traineeship and pass the qualification examination. In practice they act under a legal-assistance contract with the client, with narrow statutory exceptions for close relatives.
Where a technology dispute is heard
First-instance courts (judecătorii) hear general civil claims, with judges specialised by area; appeals go to the courts of appeal — the National Court Portal lists three: Centru, Nord and Sud — and further to the Supreme Court of Justice. Disputes with public authorities follow the Administrative Code No. 116/2018.
Time limits that shape a claim
The general extinctive prescription for civil claims is three years. An appeal against a first-instance judgment must be lodged within 30 days, and recourse before the Supreme Court of Justice within two months. Where an administrative act is challenged, a preliminary request is normally required within 30 days.
Fees, court costs and recovery
Judicial fees follow Law No. 213/2023 on the state tax, in force since 1 January 2024, with a separate stamp tax of 200 lei and payment made through the government MPay service. Advocates’ fees are freely agreed in the legal-assistance contract; a winning party may recover necessary and reasonable costs within the limits of the Code of Civil Procedure.
Language and interpretation
Romanian is the state language and procedural acts are drafted in it. A party who does not speak Romanian may acquaint themselves with the file and speak through an interpreter free of charge — a guarantee flowing from Article 13 of the Constitution and the language provisions of the codes of procedure.
Electronic filing and EU harmonisation
Claims, appeals and recourse applications may be filed through the Integrated Case Management Programme (e-Dosar), alongside paper filing, using an authenticated electronic identity. Moldova has been an EU candidate country since June 2022; harmonisation with the EU acquis and a judicial vetting process are ongoing, which can lengthen proceedings.

Common situations
Where technology businesses get stuck
Three situations we are asked about most often by companies operating in or entering the Moldovan market.
A contract that no longer fits the product
The service has changed since signing, the deliverables are vague, and neither side agrees on what was promised. An advocate can read the agreement against the Civil Code and set out realistic options before positions harden.
A dispute in a language you do not read
Proceedings are conducted in Romanian and documents arrive in Romanian. You are entitled to interpretation free of charge, and a local advocate can keep you informed at every stage of the file.
Uncertainty about time and cost
Court fees follow the state tax law in force since January 2024, while advocates’ fees are freely agreed. Knowing the time limits and the likely costs early makes the decision far easier.
Why use the platform
How we match you with the right advocate
We are a matching service, not a law firm. Our role is to shorten the search and let you decide.
Verified professional standing
We work with advocates registered with the Union of Lawyers of the Republic of Moldova, which is the body that licenses and regulates the profession.
Practice-area fit
You are matched by subject matter — technology contracts, data handling, licensing, platform disputes — not simply with the first available name.
One short conversation
You describe the situation once. We use that description to identify advocates whose day-to-day work resembles your problem.
No cost, no pressure
Matching is free and creates no obligation. Fees are agreed directly with the advocate in a legal-assistance contract.
Cross-border context
Clients also ask about these jurisdictions
Technology projects rarely stop at one border. If your question touches another legal order, we can look at that too.
Questions and answers
Frequently asked questions
Who can act as a technology lawyer in Moldova?
Only advocates registered with the Union of Lawyers of the Republic of Moldova, holding a licence under the Law on advocacy No. 1260/2002 and subject to the Statute of the profession of advocate, may provide legal assistance. They normally act under a legal-assistance contract concluded with the client, with narrow statutory exceptions.
Will proceedings be in Romanian?
Romanian is the state language and procedural acts are drafted in it. A person who does not speak the language may familiarise themselves with the file and speak through an interpreter free of charge, as guaranteed by Article 13 of the Constitution and the language provisions of the codes of procedure.
How long do I have to challenge a judgment?
An appeal against a first-instance judgment must be lodged within 30 days, and a recourse application before the Supreme Court of Justice within two months. There is no third ordinary instance, and a judgment does not become final until the ordinary remedies are exhausted.
What does it cost to go to court?
Judicial fees are set by Law No. 213/2023 on the state tax, in force since 1 January 2024, with a separate stamp tax of 200 lei, paid through the government MPay service. Advocates’ fees are freely agreed with you, and recoverable costs must be necessary and reasonable.
Can documents be filed online?
Yes. Claims, appeals, recourse applications and other procedural documents may be filed through the Integrated Case Management Programme (e-Dosar), which coexists with paper filing and requires an authenticated electronic identity.
Is state-funded legal aid available?
Primary legal aid — information, advice and drafting of documents — is available to everyone irrespective of income. Qualified legal aid, meaning representation by an advocate, is granted on a means test and may also be granted irrespective of income in the cases listed by law, through the National Council for State-Guaranteed Legal Aid.
