Administrative law in Hungary
When a Hungarian authority decides against you
Administrative law in Hungary governs how public authorities act and how you can challenge what they decide. It covers tax and customs assessments, building and planning permissions, residence and immigration matters, the withdrawal of licences, municipal decisions, public procurement and environmental permits. If an authority has refused your application, imposed a fine or taken away a permit, the next step usually involves a formal appeal and, if that fails, judicial review before the administrative and labour courts. An administrative law lawyer in Hungary reads the decision, checks whether the procedure and the reasoning meet the requirements of written Hungarian law, and prepares the appeal or the court claim within the relevant time limit. Through our platform you describe the situation once and we match you with a lawyer who handles this type of file.
Hungary in practice
How administrative cases work in Hungary: courts, time limits and costs
Hungary has a dedicated tier of administrative and labour courts inside a four-tier judiciary of 158 courts headed by the Curia (Kúria) in Budapest. Proceedings are conducted in Hungarian, judges are independent and higher courts cannot give instructions to lower ones. The points below set out what that means for a file against a public authority.
A dedicated tier for public-authority disputes
In Hungary, administrative and labour courts (közigazgatási és munkaügyi bíróság) form one level of a four-tier judiciary made up of 158 courts. They hear challenges to decisions taken by public authorities. Above them sit the regional courts, the regional courts of appeal and, at the top, the Curia (Kúria) in Budapest.
Written law, not precedent, drives the argument
Hungary follows the continental civil-law model, so administrative arguments rest on written codes rather than on earlier rulings. Judges are bound only by the law and their own conviction, although the Curia issues uniformity decisions that are binding on the lower courts. In practice the statute, the administrative procedure rules and the case file carry the most weight.
Fifteen days to appeal an administrative decision
An appeal against an administrative decision must be lodged within 15 days. That is one of the shortest time limits in Hungarian procedure, so the exact date of notification matters. Before deciding what to do next, it is worth having a Hungarian lawyer confirm which remedy applies to your decision and how much of the period is left.
Who is allowed to act for you
Practising as an attorney-at-law in Hungary requires membership of a regional bar association; the regional chambers are members of the Hungarian Bar Association (Magyar Ügyvédi Kamara), whose seat is in Budapest. Only attorneys-at-law, law offices and registered in-house legal counsels may act as agents in court. An attorney admitted to the bar may practise throughout the whole territory of Hungary.
Representation in court, and legal aid
Legal representation is mandatory in litigation unless an Act provides otherwise, but it is not required in actions within the subject-matter jurisdiction of the district courts (járásbíróság). Legal aid under Act LXXX of 2003 supports advice, document drafting and representation in civil, labour and administrative matters; eligibility is measured against the social reference base, whose forint value is set each year in the central budget act.
What a Hungarian lawyer costs
There is no binding statutory tariff for attorneys in Hungary: fees are agreed freely between lawyer and client by mandate, and the framework, including the professional guarantee and indemnity insurance attorneys must maintain, is set by Act LXXVIII of 2017. Where a court fee applies in civil proceedings, the Act on Duties (Itv.) sets a tiered scale based on the value of the claim.

The problem
Administrative cases in Hungary go wrong on timing and on detail
Three situations we see again and again before people get in touch with a lawyer.
A decision arrived and the clock is running
Administrative steps in Hungary move quickly: an administrative appeal must be lodged within 15 days. If you are unsure when the period started, that uncertainty is itself a good reason to get a first assessment without delay.
The file is in Hungarian and full of procedure
Decisions from Hungarian authorities are drafted in Hungarian, refer to the administrative procedure rules and often rest on technical findings. Reading them correctly, including the legal remedy notice at the end, is the first step towards a workable strategy.
You cannot tell whether the decision is lawful
A refusal or a fine can look final while still containing reviewable problems: facts that were not established, evidence that was not considered, reasoning that is incomplete or a procedural step that was skipped. A specialist can tell you whether there is a point worth arguing.

We work with lawyers registered in Hungary and can also point you to contacts elsewhere in Europe, so the same matter can be handled on both sides.
Questions
Administrative law in Hungary: frequently asked questions
What does an administrative law lawyer in Hungary actually do?
An administrative law lawyer in Hungary represents people and companies in dealings with public authorities and before the administrative and labour courts. That includes analysing the authority’s decision, drafting and lodging an appeal within the applicable time limit, assembling evidence, and bringing a judicial review claim once the administrative route has been exhausted.
How long do I have to appeal an administrative decision in Hungary?
An administrative appeal must be brought within 15 days. That is one of the shortest deadlines in Hungarian procedure, so the date on which the decision was notified is decisive. If you think the period may already have started, ask a Hungarian lawyer to check your position straight away rather than waiting.
Must I be represented by a lawyer in an administrative court case in Hungary?
Legal representation is mandatory in litigation proceedings unless an Act provides otherwise, and only attorneys-at-law, law offices and registered in-house legal counsels may act as agents. Parties may appear in person in actions falling within the subject-matter jurisdiction of the district courts. Whether your particular case requires a lawyer depends on the forum and the governing Act.
Can I get legal aid for an administrative matter in Hungary?
Yes. Act LXXX of 2003 on legal aid provides support for legal advice, the drafting of documents and representation in civil, labour and administrative matters for people without sufficient means, and it can also cover exemption from or deferral of procedural costs. Eligibility is measured against the social reference base, whose forint value is set each year in the central budget act.
How much does an administrative law lawyer in Hungary charge?
There is no binding statutory tariff for attorneys in Hungary: fees are agreed freely between the lawyer and the client by mandate, and the framework is governed by Act LXXVIII of 2017. Ask for a written fee agreement before work begins, and check separately whether a court fee applies to your matter.
In which language are Hungarian administrative court proceedings conducted?
Hungarian is the language of the courts. Submissions, documents and hearings take place in Hungarian, and decisions issued by public authorities are drafted in Hungarian as well. If you do not work in the language, a lawyer handles the correspondence and filings for you and explains the substance in a language you understand.
