The problem

Online harm, Hungarian rules

If something online has harmed you — a defamatory post, a copied product, a platform that will not release your data, or a contract you signed with a click — the practical question is who can act for you in Hungary. Hungarian private law is codified: the Civil Code (Act V of 2013) has been in force since 15 March 2014, and disputes are decided by a four-tier court system headed by the Curia in Budapest. Internet-related matters are usually civil claims, and the route they take depends on the value and the subject-matter. On this page you can describe your situation in a few minutes and we will match you with an internet lawyer in Hungary who handles matters like yours. The introduction costs you nothing.

Hungary in practice

How internet-related disputes work in Hungary

Hungarian private law is contained in codes rather than built on judicial precedent, and the Civil Code (Act V of 2013) has applied since 15 March 2014, replacing the 1959 code. Disputes that begin online — reputation, images, data, domains, online sales — are therefore framed as civil claims and heard by a judiciary of 158 courts in four tiers, headed by the Curia (Kúria) in Budapest.

Personality rights online: the 30-day community action

Hungarian civil law provides a 30-day deadline for a community action on personality rights. Where a post, image or review has attacked your reputation or privacy, timing matters from the first day, so it is worth speaking to a Hungarian attorney before you answer publicly or negotiate with the platform.

Which court will hear the matter

Hungary has 158 courts in four tiers: district courts (járásbíróság), administrative and labour courts, regional courts (törvényszék) and regional courts of appeal, all headed by the Curia (Kúria) in Budapest. The levels are not subordinate to one another, judges are independent, and the Curia issues decisions that bind the lower courts.

Whether you must be represented

Legal representation is mandatory in Hungarian litigation unless an Act provides otherwise, but it is not required in actions within the subject-matter jurisdiction of the district courts (járásbíróság), including appeals and retrial in those cases. Before the regional court and above, an attorney-at-law must act. Only attorneys-at-law, law offices and registered in-house legal counsels may act as agents.

Who is allowed to practise in Hungary

To practise, an attorney-at-law must be a member of a regional bar association, and those bodies are themselves members of the Hungarian Bar Association (Magyar Ügyvédi Kamara), seated in Budapest. Act LXXVIII of 2017 governs the profession, including mandatory continuing training and professional guarantee and indemnity insurance. An admitted attorney may act throughout the whole territory of Hungary.

Court fees and legal fees

Since the reform of 28 January 2025, the court fee in first-instance contentious civil proceedings follows a tiered scale instead of the former flat 6% of the claim value: for example HUF 18,000 up to a claim value of HUF 300,000, rising in bands to HUF 8,289,500 plus 0.5% above HUF 500,000,000. Lawyers’ fees are freely agreed between lawyer and client; there is no binding statutory tariff.

Legal aid and reduced costs

Where a party’s available monthly net income does not exceed the social reference base and the party holds no assets, the state may bear the cost of legal services under Act LXXX of 2003 on legal aid, which also lists situations in which neediness is presumed. The forint value of the social reference base is set each year in the central budget act.

Common situations

Why clients ask for help

Most people arrive here with the same three uncertainties: what the claim is, where it belongs, and what it will cost.

01

Harmful content you cannot remove

Defamatory posts, fake reviews or private images keep circulating while the platform replies with templates. You do not know which Hungarian claim fits your facts, or how long you have to bring it.

02

The other side sits outside Hungary

A marketplace, host or social platform is registered abroad, and you are unsure whether a Hungarian court can hear the matter at all, or whether counsel admitted in Hungary can act against a foreign company.

03

Costs feel unpredictable

Court fees now follow a tiered scale, lawyers’ fees are freely agreed, and legal aid depends on an annually set threshold. Without guidance, budgeting for a civil dispute is guesswork.

Why this service

How the matching works

One short description from you, then an introduction to practitioners whose day-to-day work covers your kind of matter.

Matching, not advertising

You describe your matter once. We compare it with the practices on our platform that handle Hungarian internet and civil claims, and introduce the ones that fit. You decide whether to instruct anyone.

Bar-registered practitioners only

Every practitioner we introduce is admitted in Hungary, where membership of a regional bar association is compulsory throughout a career and is combined with mandatory continuing training and professional indemnity cover.

Reach across the whole country

An admitted attorney-at-law may act throughout the entire territory of Hungary, so your matter can be handled whether it is filed in Budapest, Debrecen, Szeged, Miskolc, Pécs, Győr or elsewhere.

Straight answers about cost

We explain that legal fees are freely agreed in Hungary, that court fees follow the tiered scale in force since 28 January 2025, and that legal aid eligibility can be checked before you instruct anyone.

Questions

Internet law in Hungary: FAQs

What does an internet lawyer in Hungary actually handle?

Matters that begin online but are decided under Hungarian civil law: harmful posts and reviews that touch personality rights, misuse of images, e-commerce and consumer disputes, domain and trade mark conflicts, and claims linked to data held by platforms. Because private law is codified, the practitioner first identifies the correct claim and the competent court, then advises on timing.

May a lawyer from my own country represent me in Hungary?

Only attorneys-at-law, law offices and registered in-house legal counsels may act as agents in Hungarian proceedings. Practising as an attorney-at-law requires membership of a regional bar association, and an admitted attorney may act throughout the whole territory of Hungary. Foreign counsel can advise you at home, but the Hungarian representation itself must come from someone admitted here.

Will my case be heard in Budapest?

Not necessarily. Hungary has 158 courts in four tiers, from district courts (járásbíróság) up through regional courts and regional courts of appeal. Which one hears your matter depends on the subject-matter and on the parties. The Curia (Kúria), the highest court, sits in Budapest and issues decisions binding on the lower courts.

Must I appear in person before a Hungarian court?

Representation is mandatory as a general rule unless an Act provides otherwise, but it is not required in actions within the subject-matter jurisdiction of the district courts (járásbíróság), including appeals and retrial in those cases. Before the regional court and the higher courts, an attorney-at-law must act for you.

How much does an internet dispute cost in Hungary?

In first-instance contentious civil proceedings the court fee follows the tiered scale introduced on 28 January 2025, so it rises with the value of the claim. Lawyers’ fees are freely agreed with the client and there is no binding statutory tariff. If income does not exceed the social reference base and no assets are held, legal aid may cover advice, documents or representation.

How quickly must I act if online content harms me?

Hungarian civil law sets a 30-day deadline for a community action on personality rights, so delay can be decisive. Other claims carry their own periods — the general limitation period for civil claims is five years, for instance. A Hungarian attorney can confirm which period applies to your facts before you write to the platform.
