Licensing in Hungary
Why the right lawyer changes a licensing file
Running a business, a regulated activity or a construction project in Hungary usually means dealing with licences, permits and supervisory authorities. A licensing lawyer in Hungary manages those procedures with you: assembling the application, answering authority requests and, where a decision goes against you, explaining the remedies that exist. Hungarian private law is codified rather than built on judicial precedent, so the strength of your file often depends on how precisely it is prepared at the outset. Licensing work sits between administrative law, company law and sector-specific regulation, which is why a general practice may not be the best fit. Describe what you need to licence and we will match you, free of charge, with a lawyer whose declared practice covers it. You decide whether to instruct after that first conversation.
Hungary in practice
How licensing procedures work in Hungary
Hungary is a continental civil-law jurisdiction: written codes govern, and the courts apply the law rather than binding precedent, though the Curia issues uniformity decisions that bind lower courts. Licensing files therefore turn on the exact text of the applicable rules and on procedural timing. These are the structural features a lawyer will weigh when handling your matter.
Compulsory bar membership
Practising law in Hungary requires membership of one of the regional bar associations, which are themselves members of the Hungarian Bar Association (Magyar Ügyvédi Kamara), seated in Budapest. A person admitted to the bar may carry out professional activity throughout the whole territory of Hungary, so a licensing matter in Debrecen, Szeged or Győr does not require a lawyer registered in that city. The profession is regulated by Act LXXVIII of 2017.
Administrative and labour courts
The Hungarian judiciary consists of 158 courts in a four-tier hierarchy: district courts, administrative and labour courts, regional courts and regional courts of appeal, headed by the Curia in Budapest. There is no subordination between the levels — higher courts cannot instruct lower courts, and judges are independent. Licensing disputes that reach court are heard within this structure, and the Curia’s decisions are binding on all courts.
Short appeal windows
Where an authority refuses, restricts or withdraws a licence, the time to react is limited. Under the verified Hungarian rules an administrative appeal must be brought within 15 days. A lawyer will read the decision against the file, identify the grounds available and prepare the submission in time. Czech the date on your own decision, since the starting point depends on how and when it was notified.
Who may represent you in court
In Hungarian civil litigation, representation by a lawyer is mandatory as a general rule, but it is not required in actions within the subject-matter jurisdiction of the district courts (járásbíróság), including appeals and retrial procedures. Only lawyers, law offices and registered in-house legal counsels may act as agents, so representation becomes essential before the regional court and the higher courts (Act CXXX of 2016, Section 72).
Court fees and lawyers’ fees
Court fees in civil proceedings are calculated on the value of the claim under Act XCIII of 1990, following the tiered scale applied since the reform of 28 January 2025; the fee obligation arises when the action is brought, and appeal and review proceedings attract separate fees. Lawyers’ fees are not fixed by any statutory tariff — they are freely agreed by mandate, within the framework of Act LXXVIII of 2017, which also regulates mandatory professional indemnity insurance.
Legal aid and cost relief
Act LXXX of 2003 on legal aid provides support with legal advice, the drafting of documents and representation in civil, labour and administrative matters for persons lacking sufficient means, together with exemption from or deferral of procedural costs in certain cases. Eligibility is tied to the social reference base, whose forint value is set annually in the central budget act, so the threshold moves each year.
Key time limit — Administrative & Regulatory Law
Administrative appeal — 15 days. The deadline for challenging a licensing or supervisory decision by appeal.

Typical difficulties
Where licensing files in Hungary tend to stall
Situations clients describe before asking us to find them a lawyer.
Deadlines you cannot see
Administrative decisions often carry a very short reaction window — 15 days in the verified Hungarian rules. Lose sight of the date and the decision may become final before anyone has reviewed it properly.
Documents that do not fit the file
Applications are assessed on written evidence. Missing annexes, inconsistent descriptions of the activity or incomplete supporting papers lead to repeated authority requests and a slower procedure.
The wrong kind of lawyer
Licensing matters mix administrative law with sector regulation and company law. A lawyer whose practice lies elsewhere may refer the file onwards, which costs you time, clarity and momentum.
How we help
Matching you with a licensing specialist
A short, structured way to find a lawyer who already works on files like yours.
Practice-area matching
You describe the licence, permit or approval at issue. We look for lawyers whose declared practice covers that area of Hungarian law, rather than sending your enquiry at random.
Grounding in the Hungarian framework
Every lawyer we match practises within the Hungarian system: regional bar association membership, entry in the bar register and the mandatory training and indemnity rules of Act LXXVIII of 2017.
Free and without obligation
Matching costs you nothing. You decide whether to instruct once you have spoken to the lawyer and heard how they would approach your particular file.
One case, one contact
You deal with a single lawyer responsible for your matter, whether the competent authority sits in Budapest or in a regional administration.
Beyond Hungary
Cross-border licensing matters we cover
Licensing problems rarely stop at a border, especially for companies operating in several markets. We match clients in Hungary and across Europe, including these countries.
FAQ
Questions about working with a licensing lawyer in Hungary
What does a licensing lawyer in Hungary actually do?
They handle the administrative side of obtaining, amending or defending a licence or permit. That can include preparing the application and annexes, corresponding with the competent authority, advising on conditions attached to a decision, and, where the outcome is unfavourable, filing the available remedy within the applicable deadline.
Do I need a lawyer registered in the same Hungarian city as my business?
No. Under the Hungarian rules, a person entitled to practise may carry out professional activity throughout the whole territory of Hungary. Membership is held at a regional bar association, and the regional associations are members of the Hungarian Bar Association seated in Budapest, so location does not restrict where a lawyer may act.
How long do I have to appeal an administrative decision in Hungary?
The verified deadline for an administrative appeal is 15 days. How that period is counted depends on when and how the decision was notified to you, which is why lawyers check the decision itself rather than rely on a general assumption. Missing the window can make the decision final.
Are lawyers’ fees in Hungary regulated by a tariff?
No. There is no binding statutory tariff for lawyers; fees are freely agreed between the lawyer and the client by mandate. The framework is set by Act LXXVIII of 2017, which also governs the professional guarantee and indemnity insurance that lawyers must maintain. Court fees are separate and calculated on the value of the claim.
Is legal representation compulsory in Hungarian court proceedings?
As a general rule representation is mandatory in litigation, but it is not required in actions within the subject-matter jurisdiction of the district courts (járásbíróság), including appeals and retrial procedures. Only lawyers, law offices and registered in-house legal counsels may act as agents before the regional court and the higher courts.
Can I get legal aid for a licensing matter in Hungary?
Act LXXX of 2003 on legal aid supports legal advice, document drafting and representation in civil, labour and administrative matters for persons lacking sufficient means, and can also bring exemption from or deferral of procedural costs. Eligibility is linked to the social reference base, whose value is set annually in the central budget act.
