How we help
Matching you with the right advocate in Azerbaijan
Financial distress is stressful enough without wondering who can actually stand beside you in court. In Azerbaijan, representation in civil and administrative proceedings is reserved to advocates who are members of the Azerbaijani Bar Association, so the professional you choose matters from the very first step. Our free matching service helps you find a bankruptcy lawyer in Azerbaijan whose practice covers insolvency, creditor claims and debt restructuring, and who works in the language your documents are written in. You describe your situation once; we compare registered advocates by experience, location and availability, then introduce you to those suited to your file. You decide who to instruct. There is no charge for the introduction and no promise about outcomes.
Azerbaijan in practice
What shapes an insolvency matter in Azerbaijan
Azerbaijan operates a civil-law system built on the 1995 Constitution and codified legislation, with judicial power exercised only by the courts. Practical questions — who may plead for you, where the case is heard, in which language and at what cost — are settled by that framework rather than by negotiation.
Who may represent you before a court
Representation in civil and administrative proceedings is reserved to advocates who are members of the Azerbaijani Bar Association, following the 2017 amendments to the procedural codes and the Law ‘On Lawyers and Lawyers’ Activity’. Around 3,003 advocates are registered, with 103 law offices in Baku and 41 in the regions. Bar membership is therefore effectively compulsory for anyone arguing your case.
How the courts are structured
Judicial power sits with the Constitutional Court, the Supreme Court, the courts of appeal and the general and specialised courts. First instance is handled by 86 district (city) courts, alongside grave crimes, military, administrative and commercial courts. Appeals go to five courts of appeal — Baku, Ganja, Sumgayit, Shirvan and Sheki — plus the Supreme Court of the Nakhchivan Autonomous Republic.
The language of the proceedings
Azerbaijani is the official language of the Republic and the language of the courts under Article 21 of the Constitution. Contracts, bank statements, creditor correspondence and accounting records produced in another language will generally need translation before they can be relied on. A lawyer able to work in your language, and to coordinate translation, keeps the file moving instead of losing weeks.
What the process costs
There is no statutory tariff for lawyers’ fees in Azerbaijan; fees are freely agreed between lawyer and client, so scope should be fixed in writing at the outset. Court proceedings carry a separate state duty under the Law ‘On State Duty’, calculated on a sliding scale for property claims, with an official calculator at e-mehkeme.gov.az. The Bar Association also runs a Legal Aid Centre.
Why limitation periods change strategy
The general limitation period is 10 years, notably longer than in many civil-law systems, while contractual claims are limited to 3 years and contracts concerning immovable property to 6 years. Periodically performable obligations, such as rent or maintenance instalments, run on 3 years. This asymmetry shapes how claims are framed and which evidence is preserved.
Registration and notarial duties
Ownership and other property rights over real estate, including rights acquired by inheritance, must be registered in the State Register, the authoritative record of title. The state duty is AZN 50 for an extract of registered ownership and AZN 75 for technical documents. Notarial acts are likewise subject to state duty, and many can be completed electronically.
All figures and procedural statements on this page are drawn from official Azerbaijani sources (the Supreme Court, the Azerbaijani Bar Association, the State Committee for Real Estate Affairs and the Chamber of Notaries) together with the Civil Code, Labour Code and Family Code texts published as of the date of this page.

Common situations
What usually brings people to us
Most enquiries come from people and small businesses facing the same few problems. Naming the problem clearly is the fastest way to be matched with the right advocate.
Creditor pressure you cannot pause
Letters, calls and enforcement measures rarely stop on their own. If you cannot see how your liabilities will be settled, the first useful step is a structured assessment of your position by someone who practises before the Azerbaijani courts.
Not every adviser can speak for you
In Azerbaijan, court representation in civil and administrative proceedings is reserved to advocates who are members of the Bar Association. An accountant can prepare figures, but only a qualified advocate is entitled to plead your case before a judge.
Documents in the wrong language
Proceedings are conducted in Azerbaijani. Bank records, contracts and creditor correspondence drafted in English or Russian need proper translation, and files that lack it can stall long before a judge looks at the merits of the dispute.
Why use the finder
Matching built around Azerbaijani procedure
We are not a law firm and we do not advise on your case. We do one thing well: we shorten the distance between your problem and an advocate who handles it.
Bar-registered advocates only
The lawyers we introduce practise as advocates and appear in the public register maintained by the Azerbaijani Bar Association, so your representative is entitled to act before the courts in civil and administrative proceedings.
Insolvency-focused matching
We look for practices that genuinely handle debtor-side and creditor-side insolvency work, restructuring and enforcement, rather than generalists who take one bankruptcy file a year alongside unrelated matters.
Language and location fit
Tell us whether you need Azerbaijani, Russian or English, and whether you prefer an office in Baku, Ganja, Sumgayit, Nakhchivan or a regional centre. We match on those practical criteria too.
Clear fees before you commit
There is no statutory tariff for lawyers’ fees in Azerbaijan, so the lawyer sets the price. We help you ask the right questions about scope, fixed or hourly pricing and disbursements before you sign anything.

Cross-border and neighbouring jurisdictions
If your assets, creditors or business partners sit outside Azerbaijan, an introduction in another jurisdiction often runs in parallel with your Azerbaijani file.
Questions
Frequently asked questions
What does a bankruptcy lawyer in Azerbaijan actually do for me?
An advocate assesses whether insolvency proceedings or a negotiated settlement fit your position, gathers the accounts, contracts and correspondence that support it, deals with creditor claims and enforcement, and represents you before the Azerbaijani courts. Because court representation in civil and administrative proceedings is reserved to Bar members, this work must be done by a registered advocate.
Do I need a lawyer who is a member of the Azerbaijani Bar Association?
Yes, for court work. Following the amendments of 31 October 2017, representation of parties in civil and administrative proceedings is reserved to advocates who are members of the Azerbaijani Bar Association. Membership requires a higher legal education, at least three years of legal experience, a qualification examination and compulsory training at the Justice Academy.
How much will a lawyer cost, and what about court fees?
There is no statutory tariff for lawyers’ fees in Azerbaijan; they are freely agreed between lawyer and client, so ask for the basis in writing. Court proceedings carry a separate state duty under the Law ‘On State Duty’, calculated on a sliding scale for property claims, with an official calculator provided at e-mehkeme.gov.az.
In which language will the proceedings be conducted?
Azerbaijani, under Article 21 of the Constitution, which makes it the official language of the Republic and of the courts. Documents in English, Russian or another language generally need translation before they can be relied on, so it helps to instruct a lawyer who can manage translation alongside the legal work.
Which court will hear my matter in Azerbaijan?
Azerbaijan’s first-instance tier includes 86 district (city) courts together with administrative and commercial courts, with appeals going to five courts of appeal in Baku, Ganja, Sumgayit, Shirvan and Sheki, or to the Supreme Court of the Nakhchivan Autonomous Republic. The Supreme Court is the cassation instance. Your lawyer will confirm the competent court for your specific file.
Why do limitation periods matter in a debt or insolvency file?
The general limitation period in Azerbaijan is 10 years, while contractual claims run on 3 years and contracts concerning immovable property on 6 years; periodically performable obligations run on 3 years. That asymmetry affects how claims are framed, which evidence is preserved and how a debtor’s exposure is argued, so dates should be reviewed early.
