The problem you are facing
Why consumer disputes in Azerbaijan need the right advocate
A faulty appliance, a repair that made things worse, a subscription you never agreed to, a warranty refused without explanation — these are everyday problems, but resolving them in Azerbaijan runs through the civil law system. Representation of parties before the courts in civil and administrative proceedings is reserved to advocates who are members of the Azerbaijani Bar Association, so the professional you choose is not a detail. We are a free matching service for clients with consumer problems. You tell us what happened and what you want to recover, and we put you in touch with a consumer rights lawyer in Azerbaijan who works on defective goods, unsatisfactory services, misleading offers and disputed contract terms. There is no charge for the introduction and no obligation to proceed.
How it works here
Consumer protection within the Azerbaijani legal framework
Azerbaijan has a civil law system built on the Constitution of 1995 and codified legislation, principally the Civil Code and the Civil Procedure Code. Consumer disputes are therefore argued within general civil rules, and the practical questions — who may appear, in which language, at what cost and within what time — follow from those codes.
Who may represent you before the courts
Following amendments of 31 October 2017 to the Civil Procedure and Administrative Procedure Codes and to the Law ‘On Lawyers and Lawyers’ Activity’, representation of parties in court in civil and administrative proceedings is reserved to advocates who are members of the Azerbaijani Bar Association. Membership is compulsory in order to practise as an advocate, which makes Bar membership effectively necessary for court advocacy. Source: barassociation.az.
How an advocate qualifies in Azerbaijan
Admission to the Bar requires a higher legal education, at least three years of work experience in a legal field, a qualification examination made up of a written test and an interview before the Lawyers’ Qualification Commission, and successful completion of compulsory training at the Justice Academy of the Ministry of Justice. Certain former lawyers, judges and holders of a scientific degree may be admitted by oral interview without the written test and training.
Language and language of the courts
The official language of the Republic of Azerbaijan, including the language of the courts, is Azerbaijani under Article 21 of the Constitution. Documents, correspondence and hearings therefore run in Azerbaijani, and a client who does not read the language should ask how translation will be handled when a dispute is prepared and filed.
Which court will hear the matter
Judicial power is exercised by the Constitutional Court, the Supreme Court, the courts of appeal and the general and specialised courts. First-instance work sits with the district (city) courts — 86 across the country — as well as grave crimes courts, military, administrative and commercial courts. Appeal lies to the five courts of appeal (Baku, Ganja, Sumgayit, Shirvan and Sheki), with the Supreme Court acting as the cassation instance.
Court fees and how they are calculated
Court proceedings are subject to a state duty under the Law ‘On State Duty’. For civil claims concerning property, the duty is calculated as a percentage of the value of the claim on a sliding scale, subject to statutory minimum and maximum amounts, and the judicial authorities provide an official online calculator at e-mehkeme.gov.az. State duty also applies to other state acts, such as the registration of rights to real estate.
What a lawyer costs, and legal aid
There is no statutory tariff for lawyers’ fees in Azerbaijan; fees are freely agreed between the lawyer and the client. The Azerbaijani Bar Association maintains a public register of lawyers and law offices, and operates a Legal Aid Centre providing free, state-funded legal assistance to persons entitled to it under the Law ‘On Lawyers and Lawyers’ Activity’.
The country data above is taken from official Azerbaijani sources — the Supreme Court, the Azerbaijani Bar Association, the Civil Code and the national labour and family legislation — as published at the time of writing.

Common situations
What clients bring to us
Consumer disputes rarely look dramatic from the outside. They look like a receipt, a broken promise and a deadline nobody explained.
The seller refuses to replace faulty goods
The product failed within the expected lifetime, the seller blames misuse, and correspondence goes in circles. An advocate can assess the contractual claim and what evidence still needs to be preserved.
A service was paid for but not delivered
A repair, renovation, course or travel booking was paid in advance and then abandoned. The question becomes how to document the loss and frame a contractual claim within the applicable limitation period.
Small print you never agreed to
A contract term appears only after payment, or a price changes without notice. An advocate can review the wording, the correspondence and the invoices before deciding whether a court claim is realistic.

Questions clients ask
Consumer rights in Azerbaijan: practical answers
Do I need a consumer rights lawyer in Azerbaijan to make a claim?
Not for every complaint: a written demand to the seller can be sent by anyone. But representation of parties before the courts in civil and administrative proceedings is reserved to advocates who are members of the Azerbaijani Bar Association, so once the dispute is heading to court, a Bar member is the professional who can appear for you.
How long do I have to bring a consumer claim in Azerbaijan?
Limitation depends on the type of claim. Under the Civil Code the general limitation period is 10 years, contractual claims are limited to 3 years, and contractual claims concerning immovable property to 6 years. Because the periods differ, it is worth having the contract and the dates reviewed early.
In which language does a case in Azerbaijan run?
Azerbaijani. Article 21 of the Constitution establishes Azerbaijani as the official language of the Republic, including the language of the courts. If you do not read the language, ask your advocate at the first meeting how documents, correspondence and hearings will be handled for you.
How much does it cost to start court proceedings in Azerbaijan?
Court proceedings are subject to a state duty under the Law ‘On State Duty’. For civil claims concerning property, the duty is a percentage of the value of the claim on a sliding scale, with statutory minimum and maximum amounts, and an official online calculator is available at e-mehkeme.gov.az.
Are lawyers’ fees in Azerbaijan fixed by law?
No. There is no statutory tariff for lawyers’ fees; they are freely agreed between the lawyer and the client. The Azerbaijani Bar Association maintains a public register of lawyers and law offices, and also operates a Legal Aid Centre for free, state-funded legal assistance for persons entitled to it.
Where will my case be heard?
First-instance civil matters generally go before the district (city) courts, of which there are 86 across the country, alongside specialised administrative and commercial courts. Appeals go to one of the five courts of appeal — Baku, Ganja, Sumgayit, Shirvan and Sheki — and the Supreme Court acts as the cassation instance.
