Matching for licensing matters

How a licensing lawyer in Ukraine can help

If your business or organisation needs a permit, licence or regulatory approval in Ukraine, the practical question is often who can prepare the file and speak for you when a public authority raises an issue. A licensing lawyer in Ukraine can review the scope of your matter, help you assemble the relevant documents and explain the procedural route. Where the dispute reaches court, Ukraine’s civil-law system and its procedural codes set the framework, and representation rules differ between first instance and the Supreme Court. Our service is a matching service: you describe your situation, and we connect you with a lawyer who handles licensing and regulatory work. We do not give legal advice and we do not promise a particular result.

Ukraine in practice

Licensing work and court procedure in Ukraine

Licensing matters rarely sit in isolation: a permit decision may lead to an administrative claim, while contractual or employment issues can raise separate time limits. The notes below set out the verified framework that shapes how a licensing lawyer in Ukraine approaches timing, representation and costs.

Advocate status and representation

In Ukraine, practising as an advocate requires membership of the Bar, a qualification exam, a six-month traineeship and entry in the Single Register of Advocates of Ukraine. Representation by an advocate is not mandatory for natural persons at first instance or on appeal in civil, commercial and administrative cases, but it is exclusive before the Supreme Court in cassation.

Court structure for regulatory disputes

The ordinary courts sit in three tiers: local general courts, appellate courts and the Supreme Court, which acts as the court of cassation. Commercial and administrative courts are specialised. A licensing dispute may therefore start locally and, if appealed, move through the appellate court before reaching the Supreme Court for cassation review.

Time limits to watch

General civil claims have a three-year limitation period, while claims for penalties and refutation of defamatory information have one year. An administrative claim challenging a public authority decision, action or omission must generally be brought within six months. These periods were suspended during martial law and restored from 4 September 2025 by Law No. 4434-IX.

Court fees and legal costs

A court fee is payable on filing and is governed by the Law ‘On Court Fee’. For a property claim before a general court, the fee is 1% of the claim value for natural persons and individual entrepreneurs, subject to statutory minimum and maximum amounts, and 1.5% for legal entities. Lawyers’ fees are freely agreed, with no official statutory tariff.

Digital filing and martial law

Ukraine’s Unified Judicial Information and Telecommunication System supports electronic filing, exchange of procedural documents and videoconference hearings. Justice continues under martial law, but only courts established under the Constitution may sit, and proceedings may not be shortened or accelerated. Where a court cannot operate, territorial jurisdiction may be transferred to a court in government-controlled territory.

Free legal aid and notarial steps

Free primary legal aid is available to everyone under Ukrainian jurisdiction, while free secondary legal aid is provided to defined vulnerable categories through the Coordination Centre for Legal Aid Provision. If a licensing matter touches real estate, sale, exchange or gift contracts require notarial certification and state registration of rights in the State Register of Real Property Rights.

Key time limit — Administrative & Regulatory Law

Administrative claim challenging a decision, action or omission of a public authority — 6 months. This is the general period for administrative claims against public authorities.

Common concerns

Why licensing matters become complicated

A licensing issue can look narrow at first and then raise procedural questions that affect timing, evidence and who may speak for you in court.

01

Unclear which permit route applies

Licensing questions often start with a simple problem: you cannot tell whether you need a permit, an approval or a court challenge. A focused review helps you describe the matter clearly before you instruct anyone.

02

Court procedure feels remote

Administrative and commercial courts have their own procedural codes and filing rules. If a regulator’s decision is disputed, deadlines and representation requirements can shape the case from the first filing.

03

Language and local practice

Ukrainian is the state language and court language. Even where you work in English, local filings, notarial steps and electronic court systems may require Ukrainian-language documents and local procedural knowledge.

How matching helps

A clearer route to the right lawyer

You do not need to know the name of the procedure before you speak to someone. Start with the facts of your matter and the result you need to achieve.

Specialised matching

We focus on the type of matter you describe and connect you with a lawyer who handles licensing and regulatory work, rather than a generalist list.

Clear first conversation

You explain the permit, approval or dispute in plain terms; the lawyer can then set out the documents and procedural steps that apply to your matter.

No cost to get matched

Our matching service is free for you. You decide whether to instruct the lawyer after you understand the scope and the proposed approach.

Ukraine-specific context

Lawyers matched through the platform work with Ukrainian procedural rules, including the role of advocates before the Supreme Court and electronic court filing.

Common questions

Licensing and legal practice in Ukraine

Do I need a licensing lawyer in Ukraine if my dispute is only at first instance?

Not always. In civil, commercial and administrative proceedings, a natural person may act in person or through a representative at first instance and on appeal, and representation by an advocate is not mandatory at those stages. Before the Supreme Court in cassation, however, representation is exercised exclusively by advocates.

What does the Single Register of Advocates show?

All advocates in Ukraine are entered in the Single Register of Advocates of Ukraine, maintained by the Bar Council of Ukraine. Membership of the Bar is compulsory to practise as an advocate, and the register is the official record of admitted advocates. You can use it to check a lawyer’s status before instructing them.

Which court hears a challenge to a public authority decision?

Administrative courts hear challenges to decisions, actions or omissions of public authorities. The general administrative claim period is six months. The ordinary court system includes local general courts, appellate courts and the Supreme Court, while commercial courts hear commercial disputes and administrative courts hear public-law disputes.

Are limitation periods running during martial law?

Limitation periods were suspended during martial law and restored from 4 September 2025 by Law No. 4434-IX. If your licensing or regulatory matter involves a civil or administrative claim, the specific period and any suspension need to be checked against the facts and the applicable code.

Can I file court documents electronically in Ukraine?

Yes. Ukraine’s Unified Judicial Information and Telecommunication System supports electronic filing, exchange of procedural documents and videoconference hearings. The Electronic Court subsystem and the Unified State Register of Court Decisions are part of the digital justice framework that expanded during martial law.

Is free legal aid available for licensing matters?

Free primary legal aid, including advice and consultations, is available to everyone under Ukrainian jurisdiction. Free secondary legal aid, which covers representation in court and defence, is limited to defined vulnerable categories and is delivered through the Coordination Centre for Legal Aid Provision and its regional bureaus.
