Why this matters
Property tax help, explained calmly
A property tax problem rarely stays a tax problem for long. It touches title, registration, valuation and procedure at the same time, and a dispute over an assessment, a land plot or a share in a building can turn into a court case faster than most owners expect. A property tax lawyer in Ukraine can read the assessment with you, assemble the supporting documents and advise whether negotiation, an administrative challenge or litigation is the sensible route. On this page you will see how the Ukrainian court system handles property matters, which time limits apply, what a court fee costs and when notarisation and state registration of real estate are compulsory. We do not give legal advice ourselves: we listen, then match you with an advocate or law firm that handles this work.
Local framework
How property tax matters work in Ukraine
Property tax disputes in Ukraine move between administrative and civil procedure, and the rules below shape how a file is prepared and where it is heard. Read them as the ground your lawyer will be working on, not as advice on your own case.
A civil law system built on codes
Ukraine follows the continental, civil law model: the Constitution of 1996 and codified acts such as the Civil Code of 2003 and the Commercial Code frame how property and tax disputes are decided. Courts apply statute rather than precedent, and the Supreme Court, through its cassation chambers and Grand Chamber, is the body that ensures uniform judicial practice.
Who may represent you in court
Only attorneys (advocates) admitted to the Bar and entered in the Single Register of Advocates of Ukraine may provide professional legal representation. In civil, commercial and administrative cases you may appear in person at first instance and on appeal, but representation before the Supreme Court is reserved exclusively to advocates, and legal entities must be represented by advocates in the higher instances.
What it costs to bring a property claim
The court fee is governed by the Law ‘On Court Fee’ (No. 3674-VI). For a property claim a natural person pays 1% of the claim value, within a floor of 0.4 and a ceiling of 5 subsistence minimums; a non-property claim costs 0.4 of the subsistence minimum. Lawyers’ fees have no statutory tariff and are agreed freely in the services contract.
Notarisation and state registration of real estate
Contracts for the sale, exchange or gift of a house, apartment or other immovable property must be in writing, certified by a notary, and the resulting right is entered in the State Register of Real Property Rights. Without notarisation the agreement is unenforceable, so any restructuring or transfer connected with a tax assessment depends on flawless paperwork.
Deadlines, and the effect of martial law
Martial law, in force since 24 February 2022, suspended limitation periods; Law No. 4434-IX restored them from 4 September 2025, so paused claims have to be recalculated. The general limitation period for civil claims is three years, while an administrative claim against a decision, act or omission of a public authority must be brought within six months.
Electronic court filing and free legal aid
Cases are filed through the Unified Judicial Information and Telecommunication System, whose Electronic Cabinet and Electronic Court modules allow documents to be submitted and hearings held by videoconference. Free primary legal aid — information, advice and consultations — is available to everyone under Ukrainian jurisdiction, while secondary legal aid covering representation is reserved for defined vulnerable groups.
All country information on this page comes from official Ukrainian and European sources — the e-Justice portal, the Verkhovna Rada legislation database, the Supreme Court and the Coordination Centre for Legal Aid Provision — reviewed in 2025.

Common situations
What brings people to us
Most enquiries start with a document someone does not fully understand and a worry about the clock.
A figure that does not match
A notice arrives and the amount does not correspond to what you declared or to what the register shows. Before paying, disputing or setting it aside, you need to know which procedure applies and how long you have to react.
Shared ownership and unclear title
Many disputes involve several owners, an inherited share or a right that was never properly registered. Fixing the paperwork usually comes first; only then can anyone judge the tax position or challenge a decision with confidence.
Distance, language and procedure
If you live outside Ukraine, proceedings feel remote: the state language is Ukrainian, documents move through an electronic system and time limits are unforgiving. An advocate can act for you without you travelling back.
How we help
Matching built around the way Ukrainian practice works
We keep the first step simple and put the technical questions where they belong — with the lawyer.
Regulated advocates only
Every lawyer we match you with practises through the Ukrainian Bar and is recorded in the Single Register of Advocates of Ukraine, the national register maintained by the Bar Council.
The right court, the right route
A file may belong before a general court, a commercial court or an administrative court. We match you with someone who handles that route and knows what the higher instances require.
Costs you can see in advance
You will hear how the court fee is calculated under the Law ‘On Court Fee’ and how the lawyer’s own remuneration is agreed in a written services contract, with no hidden tariff.
Free, unhurried matching
You describe the situation, we compare it with the practices on our panel and propose a lawyer. You decide afterwards whether to instruct, and the matching itself costs nothing.

Questions
Frequently asked questions
How do I find a property tax lawyer in Ukraine?
Start by describing the property, the decision you received and what you have already done. We compare your situation with advocates on our panel who handle property and tax work, then propose a match. You speak with the lawyer before deciding whether to instruct, and the matching step has no cost.
Do I have to travel to Ukraine for the court hearing?
Not necessarily. In civil, commercial and administrative cases a party may act in person or through a representative, and lawyers can file documents through the Unified Judicial Information and Telecommunication System and join hearings by videoconference. If the case reaches cassation, representation must be by an advocate.
What does a Ukrainian court charge for a property claim?
Under the Law ‘On Court Fee’, a natural person filing a property claim pays 1% of the claim value, subject to a floor of 0.4 and a ceiling of 5 subsistence minimums; a non-property claim costs 0.4 of the subsistence minimum. The subsistence minimum is set annually by the State Budget Law.
How long do I have to challenge a tax authority decision?
An administrative claim against a decision, act or omission of a public authority must be filed within six months, while the general limitation period for civil claims is three years. Limitation periods were suspended during martial law and restored from 4 September 2025, so older files need recalculating.
Is notarisation needed when property changes hands?
Yes, for the sale, exchange or gift of a house, apartment or other immovable property: the contract must be in writing, certified by a notary and the resulting right registered in the State Register of Real Property Rights. Without notarisation the agreement is unenforceable, so a lawyer usually reviews the paperwork first.
Can I get free legal help in Ukraine?
Free primary legal aid — legal information, advice and consultations, including by telephone and online — is available to everyone under Ukrainian jurisdiction. Free secondary legal aid, which includes representation in court, is limited to defined vulnerable categories and is delivered through the Coordination Centre for Legal Aid Provision.
